The Water Wheel Contracting Company was formed by a group of ex-CARE employees.
When we worked for CARE, our group was responsible for the initial assessment of water, sewage and health facilities, identifying and
placing orders for the equipment to be procured primarily from Western European companies, drawing up bills of quantities both for equipment
and work, liaising with Government Authorities, managing contractors, as well as implementing and overseeing the work.
Prior to March 2003, we were obligated to work through sub-contractors who in many instances were not sufficiently skilled, therefore,
in order to ensure that the work was carried out both efficiently and effectively, the actual management of the sites was our responsibility,
including preparing work plans, hiring of labour, management and deployment of labour, as well as directly overseeing implementation.
On a number of occasions, we also worked directly with staff from universities in Baghdad on designs to solve various problems encountered
during the rehabilitation work in both water installations and sewage lifting stations.
While working with CARE, we used the experience gained to develop an integrated approach for rehabilitation projects.
Each project was designed to improve the health of the population of each town by increasing the quantity and improving the quality of potable
water and upgrading the health facilities.
The benefits of this intervention were maximized by rehabilitating the hospitals and main health centers served by the rehabilitated water installations and potable water networks,
thereby ensuring that they and their patients benefited fully from the improved water and were in a position to provide an enhanced health service. |
